This augment requires that you have ally faction with Fang Breakers faction to buy it. It cost 12,000pp. Below is information on how to raise your faction through killing mobs or through questing.
I raised my Fang Breakers faction by doing the Wereorcs and Worgs quests in Loping Plains. If I remember right it took 30 quests to finally get to ally faction with them. These two quests seem to be popular to raise the faction since I always see people looking for or camping the orcs/worgs.
